For eligibility, you may need to submit the following required documents with the energy bill assistance application:
- Copy of Photo Identification for the applicant
- Birth Certificates for all household members (or other proof of US citizenship or benefit-eligible alien status)
- Current Utility Bill and if bill is not in applicant’s name, a copy of current lease (proof of utility obligation)
- Comprobante de Ingresos de las fuentes de ingresos de todos los miembros de la familia (el comprobante puede ser, entre otros):
- Copias de las cartas del Seguro Social, SSI, SSDI, VA, TANF/Salarios, etc.

Cómo Solicitar la Ayuda para el Pago de Facturas de Energía Eléctrica:
According to funding availability, eligible Orange County residents may apply for LIHEAP benefits through our online LIHEAP application portal below. All required documents must be uploaded at the time of the application submission for consideration of services. Incomplete applications or those missing documentation could result in a denial of services. The application is available in English, Spanish, and Creole. The same portal may also be used to check your application status and upload any additional requested documents.
Important Note: If you have received a Home Energy Credit within the last 12 months, you may only qualify for the Crisis Benefit. To be eligible for the Crisis Benefit, one of the following conditions must apply:
- You have less than 7 days of usage remaining on your Power Pass (OUC customers only),
- You have received a disconnection notice, or
- Your power has already been disconnected.
