CJIS Compliance

Overview

The Orange County Corrections Department Criminal Justice Information Services (CJIS) Compliance addresses the requirements for personnel who have unescorted physical or virtual access to Criminal Justice Information (CJI). CJIS Compliance is required for all Individuals, including volunteers and vendor personnel, with access to criminal justice information.

What are the security requirements for personnel who access CJI?

The FBI’s Criminal Justice Information Services (CJIS) Security Policy requires all personnel with access to CJI at the Orange County Corrections Department to complete national fingerprint‐based background checks, security awareness training and sign statements to confirm an understanding of CJI data and the laws mandating the protection of this data.

What is the Orange County Corrections Department’s role with CJIS Compliance?

The Orange County Corrections Department is a criminal justice agency and must meet the minimum requirements of the Criminal Justice Information Services (CJIS) Security Policy. The department must confirm that all individuals meet full CJIS compliance prior to allowing unescorted access to the facilities.

Vendor/Volunteer Compliance

  1. Each vendor/volunteer must schedule an appointment for fingerprinting using the Appointment Scheduler.
  2. Vendor/Volunteers must download, complete, and email the Account Management Request Form to CR-AccountManagementRequest@ocfl.net. Vendor/Volunteers will receive an email notification with instructions for completing the required CJIS Security Awareness Training.
  3. Vendors must also download and sign the FBI CJIS Security Addendum and Certification form. Vendors must return the signed FBI CJIS Security Addendum to the Corrections Department.
  4. Both vendors/volunteers must provide the certificate of completion for the CJIS Security Awareness Training to the Corrections Department.





Fingerprinting

Fingerprinting is completed for the purposes of conducting a criminal history background check.

EMPLOYEES

All employees must undergo a state and national criminal history background check upon hire. Fingerprints are retained for the duration of employment and are re-submitted every five years for an updated national criminal history background check.

VENDORS/VOLUNTEERS

To qualify as a vendor or volunteer, a state and national criminal history background check is required. Fingerprints are retained for the duration of vendor/volunteer contract and are re‐submitted every five years for an updated national criminal history background check. Please refer to your vendor contract for additional information.

Only Orange County Government employees, contracted vendors, and volunteers are authorized to utilize the Appointment Scheduler.

  3. You will receive an appointment confirmation.
  4. Bring your appointment confirmation and two forms of identification to your fingerprinting appointment.

FAQ

Can the Orange County Corrections Department require additional background checks beyond the state and national criminal history background check performed by the Florida Department of Law Enforcement (FDLE)?

No. Criminal Justice Information Services (CJIS) Compliance ensures the minimum background check required by the FBI CJIS standards is performed.

Do all personnel with unescorted CJIS access need to undergo the state and national criminal history background check?

Yes. Prior to being granted access to Criminal Justice Information (CJI), all individuals shall verify identification through the state and national criminal history background check.

Why would a vendor/volunteer be shown as “Not Authorized”?

The Federal Bureau of Investigation (FBI) requires the electronic submission of fingerprints in order to conduct a state and national criminal history background check. If a felony conviction or a felony arrest without a disposition is found, the vendor/volunteer will be listed as “not authorized.” Individuals with a felony conviction cannot have access to CJIS information.
